A new Irish care provider

Harbour Care is a new Irish care provider, founded in 2025 with a clear purpose: to create high-quality, person-centred residential services for people with disabilities across Ireland.

Central to Harbour’s approach is a commitment to excellence. It is led by professionals who have worked extensively across the Irish social care sector, with specialist knowledge in disability service provision, quality and service design.

Harbour's first homes will commence operation at 2 locations in Co. Laois in 2026, bringing together our decades of knowledge and expertise, and our ambition for our residents and our service.

Barry McGinn is the CEO of Harbour Care. He leads our work to create warm, safe, and person centred homes for people with disabilities. Barry believes that every person should be supported to live a life filled with dignity, choice, and meaningful relationships. His focus is on building a caring organisation where residents feel valued and where staff are supported to do their best work.

Before joining Harbour Care, Barry was Chief Executive of the Rehab Group, one of Ireland’s largest disability service providers. During his time there, he helped to grow services, strengthen quality and safety, and support teams to deliver excellent care. The organisation received strong feedback from regulators and earned awards for the quality of its residential services.

Meet our CEO

Barry previously worked in senior roles in the Health Service Executive (HSE), where he contributed to improving health services nationally. He has been a strong advocate for disability rights and served as Chairperson of the National Disability Services Association (NDSA), representing many of Ireland’s leading disability organisations.

Across all his roles, Barry’s commitment has remained the same: to ensure that people with disabilities receive respectful, person centred support in homes and communities where they can thrive.
